By NEW DELHI: Delhi Disaster Management Authority (DDMA) on Sunday issued an order allowing Ramlila and Durga Puja pandals within the capital. However, no mela (fair), food stalls, processions and exhibitions would be allowed inside or outside the venues. Jhoolas (rides) and rallies would even be prohibited. The capaciousness of open venues would be decided keeping in mind their size and social distancing norms.
Given Sunday’s orders, the restrictions on gatherings and enormous congregations imposed on September 30 stand withdrawn for the celebration of the upcoming festivals till October 31.
All event organisers would need to obtain permission from the district magistrate (DM), which might need to be jointly granted by the DM and therefore the DCP after an inspection report of the location by the world executive magistrate, local SHO and licensing inspector of the municipal corporation.

In closed spaces, a maximum of fifty of the hall capacity would be allowed with a ceiling of 200 people. At open venues, the amount of individuals would depend upon the dimensions of the bottom or space along side strict social distancing norms in situ . Since the capacity of every open space would vary with size, the capaciousness would be determined and authorized by the DM and DCP. Also, nobody would be allowed to face or squat. Only sitting on chairs with social distancing norms would be allowed.
However, Ramlila committees said that the administration had released the rules too late. it’s going to not be possible for them to require all permissions and finish preparations for showcasing Ramlila on an enormous scale as Navratri was just five days away. But a couple of committees said that they had already prepared for such a situation and celebrations on alittle scale would be administered in order that there was no break within the annual tradition.
Most Durga Puja committees had already decided to perform a “Ghat” or “Kalash” puja this year rather than Pratima (idol) puja. With just 10 days left, there was no time to form idols or create elaborate pandals, many of which were theme-based and created by artisans from West Bengal .
The Ramlila and Durga Puja committees would need to ensure separate entry and exit at the venues and only those with face masks would be allowed inside after thermal screening. Facilities like temporary toilets, water and sanitisers would need to be provided along side strict perimeter control.
Both the DM and DCP would appoint a nodal officer for every venue, who would be liable for ensuring strict compliance with the DDMA order.
All committees would need to record the event on video from start to end daily and undergo the nodal officer within three hours of closing of the event a soft copy of the unedited recording during a pen drive along side a certificate mentioning that no violation of SOPs or guidelines had taken place. just in case of any violation of norms, permission to host the event would be revoked.
